Problem Statement

A state-owned entity that is responsible for education, research, policy development of credit facilities appointed Redflank to undertake two impact assessments of the client’s Educational and Investigative activities .

Project Objective

The objective of this Project was to perform the second impact assessment on the implementation of the approved activities on the utilisation of the funds and provide a report for the period of 2021/22 to 2023/24.

Approach

Redflank conducted a comprehensive Impact Assessment which included interviews with Consumers, Credit Providers, Debt Counsellors, Attorneys, and Industry Associations; as well as the review of the end-to-end Debt Counselling Process including the roles of all applicable parties. The approach for this Impact Assessment incorporates the Primary and Secondary Research configuration proposed by the client as the cornerstone for this assessment highlights stakeholder’s contribution in the Debt Counselling Programme and lists areas for improvement.

Following the Assessment, findings were presented to senior management regarding the implementation of their Consumer Education Initiatives as well as their Debt Counselling Process.

Outcomes

Redflank conducted field research, as part of the Impact Assessment, included distributing electronic surveys and conducting interviews. The stakeholders consulted included consumers that attended the client’s  workshops in the years 2021/22 and 2022/23 and entities registered with the client.
